He was gone for like 70 years and showed back up to commit crimes for HYDRA since he didn't remember who he was. Steve was really set on helping him at least according to the news. Tony doesn't seem to like him-? That was kind of what made the airport fight happen anyway. He has a really cool metal arm, and hits pretty hard.
